I see that the fix is from 2015, so probably a 3Dmigoto update can improve the fps. The fix looks simple regarding "d3dx.ini", so it shouldn't be hard to do. The gpu is only relevant if it's not strong enough to render at the fps that the cpu can pump out. It can't add fps. On vanilla FO4 a 2070s will have no problem at 1080p, 1440p nor 4k.
