In my Austria save, most of the HRE voted against reigning in Italy. It was something like 55 princes voting for Italy to leave and like 16 princes voting to rein in Italy. I voted to rein in. But, the final result of the vote was for Italy to be reined in. How is this possible if I was significantly outvoted? Is it just whichever choice I pick?

Edit: So, as an update, around August of 1489, I (Austria) just allied and RMed everyone I could in Italy, which threw my diplo relations to like 13/6, but I got a decision to rein in Italy. That seems like it might be a good strategy: keep everyone in Italy sorta friendly until 1489 then just ally everyone, get the event, and dump them.

What usually happens is that a few italian states stay in the HRE, but nothing that bad really. You will have a pop up when the Shadow Kingdom fires, and I believe it tells you which nations leave and which stay. For me, personally, forming Italy and creating an Italian Empire is one of the most fun things to do in EUIV, since it has some challenge in the beginning and allows ridiculous snow-balling later on thanks to Italian super soldiers, reduced coring cost and AE reduction as well as the ability to spread AE out easily.You'd fine AE-wise if you only conquer the lands needed to rein in Italy or feed some of it to temporary allies (Milan for Venice and Florence or OPMs for the Pope).
